introduced immediately. that was the case again today. all of the officers in the san francisco police department assigned to patrol were assigned a uniform and put out on the street. >> one of the things taking place here since we realized this event here in oakland is working with the u.s. coast guard and alameda county sheriff's bomb squad and b.a.r.t. police to conduct sweeps of the facilities right now so all of those areas are being checked and will be continuously checked along with my staff and other staff from that agency. they will remain on hand. hopefully we will not need them. >> reporter: both police chiefs tell me tonight that there is protocol in place in case something like this happens. all of this of course in place because of 9/11. people will be coming to these events here tonight. police chief howard jordan says that he invites people to come. he wants people to come. you don't want people to stay home.

he also wants to know that people will be safe. we'll have an update on the security situation all over the bay area coming up at 6:30. reporting live in oakland, i'm cheryl hurd, nbc bay area news. >> thank you, cheryl. the white house put out this photograph today of president obama in the oval office on the phone with fbi director robert mueller. the president is being updated on the explosions in boston. with him in that briefing, assistant to the president for homeland security and counterterrorism and chief of staff. the white house increased its own security after today's explosion. secret service closing pedestrian access on pennsylvania avenue and putting up caution tape outside of the white house. now, the public can only get as close as lafayette park and only people with credentials can access the white house. >> let's bring in katie davis joining us from boston. this is one of the most joyous days in boston every year this happens. what happened tonight obviously so horrific. what's the scene there now where

you are and what's the latest with the investigation? >> reporter: as you know, officials are asking everyone to stay home tonight if they possibly can but police, firefighters, federal investigators still out here on the scene. this is just blocks from the marathon finish line. you can see fire vehicles, police vehicles still out there. this neighborhood still on lockdown tonight. you can't get in or out unless you live here, you walk in. law enforcement or member of the media. streets are shut down to traffic as investigators try to find the person responsible. back to you. >> okay. katie davis, thank you from boston. a horrible situation there. of course the streets closed around copley square. it's like times square for new york city where everyone comes to gather especially on this day, patriots day, in boston, massachusetts. terry mcsweeney is on his way to

juvenile hall with more on the civil lawsuit and where does that criminal case stand. >> let's start there. the three 16 year old boys remain in custody here at juvenile hall and will face a judge tomorrow to find out whether they will be released to their families. meantime, today the potts family spoke for the first time since those boys were arrested in the alleged sexual assault and urge prosecutors not only to keep them in custody but also to try them as adults on sexual assault charges. >> she's missed every day. by us and by her little brother and sisters. >> reporter: audrie pott's father choked with emotion as he spoke about his daughter about the sexual assault and bullying that led to his daughter's suicide. audrie's mother spoke of the telephone call she got from her daughter on the day she took her own life. >> i asked repeatedly what's wrong? you need to tell me.

she just said i can't do that. >> reporter: the family released new home video showing the audrie they knew smiling and laughing. a girl that loved the arts. the family says that changed last labor day weekend when after drinking at a friend us a house she was allegedly sexually assaulted by three 16-year-old boys she once considered friends. audrie's stepmother read some of the messages audrie posted on her facebook page after photos of that attack were shared with other students at her school. >> i don't want to remember. it's a night i want to forget. i am in hell. everyone knows about that night. the whole school is talking about it. my life is over. >> reporter: the family used today's press conference to announce a civil suit against the three 16 year olds today and to urge prosecutors to try the teens as adults. the family attorney says the judge will have to consider the photos that santa clara county sheriff investigators found of the assault. >> there was one that said the name of a young man was here as

if to taunt her when she was asleep someone was violating her. that is a particular factor we believe is indicative as to the intent that was formed to really do harm to her. >> these types of crimes are not juvenile. sexual assault is an adult crime. these boys distributed the pictures to humiliate and further bully my daughter. if this can happen to my daughter, it can happen to anyone. >> reporter: now it is worth mentioning that the district attorney did describe those photos to the pott's family and they are detailed specifically in the civil lawsuit filed today but the family opted not to look at them themselves. the family does plan on being at that detention hearing for those three 16-year-old suspects tomorrow. in san jose, kris sanchez, nbc bay area news. >> such an emotional story. thank you. during today's news conference, the pott family also questioned the officials at saratoga high

school. after they were cited for misdemeanors in the case last december, they urged the school to expel those students. they removed them from the football team but did not expel them. saratoga high school is on spring break and with he cannot get anyone from the school or district to comment on the family's statements. the debate does continue. should the teenage defendants be tried as adults. we uncovered laws that could prevent it from happening. we don't even know the d.a.'s plans. that story tonight on our 6:30 newscast. to developing weather. very windy outside making for a tough commute across bay area bridges this evening. >> wind gusts topping 50 miles per hour. you see the american flag flying briskly above the rooftop there. meteorologist rob mayeda is tracking the latest from our weather center. >> strongest winds of the day coming in within the last hour. it's not just the hill tops which are used to seeing numbers

in 50-mile-an-hour range but even near sea level. sfo, sustained winds at 37. oakland making for a tough flight into our local airports right now. gusts up to 55 earlier at sfo. oakland airport seeing 44-mile-an-hour wind gusts. for locations north of san jose, oakland, fremont, of course through 9:00 tonight have potential for gusty winds at 45 miles per hour including the north bay coast line. we're seeing the worst of the winds over the next two to three hours after tonight things will start to taper off and then as high pressure builds in a significant warming trend will be on the way. we'll show you the rapidly changing seven-day forecast coming up in a few minutes. back to you. >> it's gusty out there. thank you. up next, terrifying moments at a local little league game when a hit stops a little boy's heart. the people in the right place at the right time who saved had d life. major steps crews took today to bring b.a.r.t. to the south bay and impact on your work commute.

international experts are asking if the north korea missile crisis is deescalating. expectations were the test rockets would be launched today but the capital city of pyongyang was celebrating. the nation is staging a two-day celebration noting the birthday of its nation's leader. secretary of state john kerry is on record agreeing with the

statement as long as north korea terminates its nuclear programs. the faa is ordering that boeing take a closer look at critical control part on boeing 747s on operation in the u.s. the issue are pins that attach to horizontal stabilizers on some of the airplanes. there is a tendency for them to prematurely wear and corrode causing the pilot to lose control of the aircraft. the problem is blamed on improper application of the pins protective coating. the faa order means that all affected parts must be replaced with improved pins. only airplanes flying in the last 15 years will be inspected and flight schedules aren't expected to be impacted. lots of unanswered questions in the amtrak derailment in fremont. the train was traveling from los angeles to vancouver when two wheels derailed. 154 passengers, 14 crew members were onboard. no one was hurt. the accident happened about 9:00

and the train resumed its 2 1/2 hour trip later. no word on what caused that train to derail or caused those two wheels to derail. a san jose police officer has been released from the hospital after being hit by a car last night. officers say a man had broken into a car when the owner of that car spotted him and chased the suspect down the street until the suspect jumped into another car and took off. the suspect hit an officer who was directing traffic near the hp pafillion after a concert. the suspect's vehicle was a dark colored acura and had front end damage. if you notice a car matching that description, call san jose police. a berkeley firefighter was saved by his pager. he was responding to a man's home for a medical emergency when the 88-year-old man opened fire on the firefighter. the berkeley fire chief tells us the pager stopped the bullet

from hitting that officer. san jose drivers beware. major b.a.r.t. construction project began in san jose today. b.a.r.t. is one step closer to passing through silicon valley but not good news for drivers and not for a while. drivers can expect lane shifts. it's paving the way for b.a.r.t. to move in underground. >> we're building a ground level bridge and the support system for that and we'll trench for the b.a.r.t. system underneath. it's impossible to deliver a project of this magnitude without having some kind of impact on the public. we have tried to figure out how we can maintain as much roadway capacity as possible and deliver the project. >> that construction impact will take seven to nine months. crews will be working from 7:00 a.m. to 7:00 p.m. six days a week. b.a.r.t. extension is expected to be completed by 2018. in health matters, the

scientific and philosophical questions of whether human genes can be patented went before the supreme court today. the court's decision could affect the multibillion dollar biomedical industry and medical research protocols. the justices are considering whether to overturn the patents on two genes linked to cancer. they need to recoup millions of dollars spent on research and that identifying and isolating the genes make them patent eligible. scientists at massachusetts general hospital created fully functional rat kidneys in the lab which could lead to building new organs for humans with kidney disease. the kidneys were made by stripping old cells from donor kidneys and putting new cells that rejuvenate tissue into them. they are not as effective as natural kidneys.

however, experts say the field has huge promise. kidneys are the most in demand organ for transplant with long waiting lists. a northern california mom and dad are thanking two off-duty paramedics for saving the life of their 8-year-old son. >> the boy's heart stopped on sunday after being hit by a pitch during a little league game. >> witnesses say after he was hit by the ball, he ran toward first base and suddenly collapsed because the boy went into respiratory and cardiac arrest. coaches and parents and luckily two paramedics in the stands ran on the field to help. >> the parents did cpr for five minutes and the department of public safety showed up with a defibrillator and they defibrilated this little guy's heart. he began crying and was loaded into an ambulance and taken to santa rosa memorial hospital. >> the boy was later air lifted to oakland's children where he's recovering and he could be released as early as tomorrow.

let's bring in our meteorologist rob mayeda. are you anchored down. it's windy outside. >> weights in my shoes. we're watching the winds really cranking up. 50 miles an hour gusts around parts of the bay area and it's also providing some canadian air conditioning. look at the temperatures outside. this weekend we had 70s. outside right now only 52 in san francisco. 55 degrees in san jose. it's chilly and gusty out there. sustained winds west at 35 into oakland. west at 37 at sfo. likely seeing the peak of the wind gusts that will taper off after 9:00 tonight as wind advisories expire. off to the east active weather around sacramento. we've had some thundershowers there building off toward the central valley. you notice around the bay area only clouds we see are clouds building up east of san jose just enough instability here around mt. hamilton that hour by hour tonight we may see a stray shower briefly east of san jose but then skies continue to clear as more dry air gets pumped in by gusty northerly winds. wide angle view shows you cold air dropping down the coast out

of british columbia down the west coast is dropping our temperatures and increasing wind speeds today and one more day of breezy conditions. this high will build back closer to the coast tomorrow giving us some north winds. temperatures still in the 60s. a tad warmer tomorrow. real warming begins thursday, friday and saturday. as we pass into the middle part of the week, the high builds over the west coast to shut down gusty chilly winds and we'll see offshore breezes. 70s and perhaps even mid 80s in reach by the time we get to friday. temperatures climbing and staying warm even as we head into the weekend. tonight still gusty in the hilltops and along the coast even though the wind advisory should expire around 9:00 i would not be surprised for hill top locations it will be gusty tomorrow morning. wind protected valleys could see upper 30s tomorrow morning. a little chilly out there. 40s and upper 30s tomorrow. you might need to dust off the winter coat for tomorrow morning or t-shirt weather for the afternoon. south of san jose highs low 70s.

68 in san jose. should see a few low 70s maybe around sunol and pleasanton for the afternoon. otherwise mid to upper 60s which is an improvement from today's highs which were only in the low 60s for most of the bay area. 64 in san francisco. 70 in santa rosa. coastal areas will also benefit from the wind change. we'll see arriving around thursday. notice numbers across the board from coast to inland areas. it will warm up as we head toward thursday. one more day of winds tomorrow. wednesday warmer. less wind and then thursday, friday, saturday and beyond as we get into the weekend we'll continue to see warming and it does look like 80s for valleys and even 70s out on the coast. right now i would say you still want to avoid the beaches but that's going to be the place to be as we head toward the weekend. low 70s coming to the coast. >> looks nice. thanks, rob. she crossed the finish line minutes before she heard the explosion. hear from a bay area woman who survived the blast. her harrowing story just after the break. look at them kids. want to take you back to our top story. dozens injured today after two explosions at the site of the boston marathon. >> almost six hours ago the area there right in boston. let's bring in scott budman here with another bay area angle to the story. there are dozens of local runners in boston now for this race. >> it's true. i've been talking to bay area runners who were in boston for the marathon today. they describe the scene after the explosions as one of chaos as emergency crews moved in to clear the area and provide first aid to victims. among those who crossed the finish line just before the first explosion tracy

tonight, we're coming on the air to announce another apparent act of terrorism within our shores. and of all places of all days, this was patriot's day in boston, the running of the boston marathon, a holiday in that city, and this happened at the finish line of the boston level as recorded by the boston globe's website at around the 4:09 finish mark. first one explosion off to the right. pedestrians, on-lookers between a building and the police line and then seconds later, less than 20 seconds, a second device detonates. there is bedlam. the race is stopped in midstream. the dead and injured were slowly triaged and transported. here is the latest based on what we know of the toll. at least two people reported dead from today's boston marathon. at least 100 people have been

treated for injuries thus far at three leading boston-area hospitals. late today from the briefing room in the west wing we heard from president obama. >> i have also spoken with governor patrick and mayor menino and made it clear they have every resource necessary to care for the victims and council the families. i made it clear the people stand with the people of boston. >> we did, in fact, have the president's comments from the briefing room. that was within the last half hour. it has been an extraordinary day. not all initial reports turned out to be true, but the initial fears did. and that was that this was not one but two devices apparently placed there to do harm. we have our look at this this day so far from nbc's anne thompson.
